In order to satisfy the collective needs that all members of society should benefit from, regarding health, education, public order, justice, etc., public activity has emerged and developed in increasingly complex forms. Organized by state authorities, it allows individuals to access public services. Regardless of the nature of the services, however, they give rise to a significant volume of expenses that cannot be carried out without the collection of an appropriate volume of public financial resources from taxpayers.
Currently, decision-making processes at the public sector level can no longer be conceived without the essential contribution of public accounting, which has the obligation to provide interested external or internal users with financial and budgetary information.
At the level of Romania, the accounting of public institutions is regulated by OMFP 1917/2005, which approved the Methodological Norms regarding the organization and management of accounting of public institutions, the Chart of Accounts and the instructions for their application.
As a sphere of action, the accounting of public institutions in Romania includes the accounting of the state and local authorities, as well as the institutions subordinated to them that carry out non-profit activities.
The practical execution of public accounting tasks, as a specialized information system, is constituted by a set of human and material resources in the structure of public administration, subordinated to the Ministry of Finance, including the set of procedures and technical norms developed recently to ensure the proper functioning of the national electronic reporting system - Forexbug.
